On March 26, Russia and Ukraine reportedly agreed to stop using military force in the Black Sea and to implement a pause on attacks against energy infrastructure. However, the Kremlin has said it will only implement the agreement when sanctions on its banks and exports are lifted. The agreement would be a step on the way to a 30-day full ceasefire. The United Nations Human Rights Monitoring Mission in Ukraine has reported that the number of civilian casualties increased by 30 percent in 2024 compared to 2023, at least 12,654 civilians killed and 29,392 injured since February of 2022. Despite the start of peace talks, Friday, March 7, 2025 was one of the deadliest days for civilians this year, with attacks across Ukraine reportedly leaving 21 civilians dead and scores injured.
