"Between 1972 and 1991, Chicago Police officers tortured more than 100 people under the direction of Police Commander Jon Burge. Individuals say that they were beaten, subjected to electric shocks, had plastic bags placed over their heads and were threatened with mock executions.
For decades, survivors of this racist legacy of torture have been waiting for remedy – and now, more than 20 years after allegations first came to light, Chicago can give the survivors the resources they need to heal by passing the Ordinance entitled Reparations for the Chicago Police Torture Survivors."
